A NOTE FROM PETE
I'm running for County Council because we need strong leadership and bold ideas for the demanding challenges Montgomery County faces — challenges like: easing our overcrowded schools, tackling our traffic and transit problems, helping our seniors age in place with financial security and a better quality of life; and attracting new businesses and retaining our established companies that provide the backbone of our local economy.
We must pursue smarter growth, so our County remains one of the best places to live in America. During my five terms serving as Mayor of Kensington, my tenure as President of the Maryland Mayors' Association, and my time as Maryland's Deputy Secretary of State, I found that good communication and inclusiveness were critical to successful governance. Effective leadership begins with active listening. That's why community engagement has always been such a high priority of mine.
Additionally, , I understand the demanding challenges of balanced growth because as a professional land use planner and as a Mayor, I have addressed many of them before. I'm asking for your vote so together we can address these challenges — balancing educational and social needs with economic growth, while preserving the great quality of life we enjoy in our County.

If elected to represent District 1 on the County Council, I will focus on an array of issues. Protecting Our Seniors’ Quality of Life
There are things we can — and must — do at the County level to improve the quality of life of our parents and grandparents.
Over 60% of the population in District 1 is part of the Baby Boomer Generation or older. Through thoughtful land use decisions, I will work to create a more inclusive environment for our aging residents by promoting: exercise and recreation, greater independence to age in place, relief from excessive property taxes, accessory in-law suites, more opportunities in community activities, and heightened social connections among our senior population.

Attracting New Business to Montgomery County & Growing our Economy
We need to retain, not restrain business in the County.
Business is the foundation of the County’s tax base and every reasonable effort should be made to attract and accommodate new enterprise. We cannot afford to lose any more of our existing businesses and endure another tax increase, so we must take steps for business retention. I am a former owner of a small business that still exists today after building it from the ground up and selling it to a successor. When I became the Mayor of Kensington, I implemented this same vision and successfully lobbied our state government to alter existing liquor laws, which resulted in more Kensington restaurants. We must exercise regular communication between the Executive Branch, the County Council, Planning Department, WorkSource Montgomery, and the Economic Development Corporation and work as a team to avoid overlapping efforts and wasteful spending. There are 21 incorporated jurisdictions in Montgomery County, making municipalities key players in the County and they should not be treated as adversaries. The County should create more productive positions such as the Small Business Navigator that help, not hinder commerce. We must adopt a proactive, not reactive approach to the business community.
Decisions made in master plans and zoning affect our daily lives — traffic, transportation choices, schools, economic growth, environment, green space and housing. Balancing the way we grow so we may improve upon these problems is crucial for our future.
The people I talk to throughout our district tell me they’re frustrated and, issues like traffic, overburdened schools, and underwhelming economic growth are primarily the reason why. We will only succeed in tackling these challenges if we commit to smarter growth. Recent Council activity has not produced the results our citizens deserve. It’s time for a change. As your District 1 Representative, I will showcase my understanding of zoning, Urban Planning Education, as well as my years of experience in land use. I am the only candidate running who, as a Mayor, has chaperoned a master plan through the county and municipal processes. I will engage communities and listen to their concerns; I will build better consensus with neighborhoods and builders to achieve the best public amenities with the right mix of development that will not overburden our schools or our roads. Traffic congestion affects everyone, thereby producing a grave impact on our daily lives. Our solutions must be incremental, such as free bus fare for students during peak hours, County bus services for independent school students, employers implementing Metro incentives, telecommuting, and flexible work schedules. Careful coordination with our municipalities, the Planning Board and the School Board are essential in protecting our quality of life in Montgomery County. We must strike a delicate balance between the building industry and the needs of each community in District 1, whether you reside in Bethesda, Beallsville, Chevy Chase, Dickerson, Garrett Park, Kensington, Poolesville, Potomac and everywhere in between.

The people of Kensington elected Pete to five terms as Mayor, a position he held for a decade. During his service as Deputy Secretary of State for Maryland and as a small business owner, he earned a reputation of consensus building, fostering economic growth and finding the common sense solutions to challenges that impact all our families.
As Mayor, he helped author and usher our well thought out Master Plan through the County approval process, with a tempered approach to density and school capacity. He worked closely with the General Assembly to amend the local liquor and zoning laws to be better tools for attracting new businesses. Because of Pete’s leadership, today Kensington has dozens of new business establishments, including five new restaurants.
In 2015 and 2016, Pete’s fellow Mayors chose him to lead them asPresident of the Maryland Mayors’ Association.
As Deputy Secretary of State, he formed teams and cross trained employees, creating more efficient divisions to better serve the people of Maryland. He advocated for victims of domestic violence and human trafficking by expanding support programs such as Safe at Home and the Maryland Charity Campaign, which assist some of our most vulnerable residents.
